What does the tier means?

• 3-star: HIGHLY recommended to everyone. This is how museums should look like
• 2-star: Good enough that I will bring my family here
• 1-star: Passable, recommended ONLY if you’re a museum nerd
• Just skip: Terrible museum curation or building condition
